Building Permits
Processing building permits for dwellings, accessory structures, decks, porches, and other construction projects. Ensuring compliance with building codes and zoning regulations.
Land Use Applications
Zoning & Land Use
Administering zoning regulations, reviewing land use applications, processing special use permits, and providing guidance on permitted uses within different zoning districts.
Permits & Construction
Septic System Permits
Reviewing and approving on-site wastewater treatment systems (OWTS). Processing septic permits, modifications, and repairs in accordance with state and county regulations.
Land Development
Subdivisions
Reviewing subdivision applications, processing lot line adjustments, vacation requests, and ensuring compliance with subdivision regulations and master plan policies.
Appeals & Exceptions
Variances
Processing variance requests for setbacks, building heights, multi-dwelling units, signage, and other exceptions to zoning regulations when appropriate.
Business Licensing
Home Occupations
Reviewing and processing notices of home occupation for small businesses operated from residential properties in accordance with county regulations.
Permits & Construction
Special Event Permits
Processing special event permits for gatherings, festivals, and events on private property in unincorporated areas of the county.
Maps & Data
GIS & Mapping
Maintaining Geographic Information System (GIS) maps including zoning maps, subdivision maps, fire district maps, and conservation easement maps. Custom maps available upon request.
About Planning & Zoning
The Custer County Planning & Zoning Department works to balance property rights with responsible land use planning. Our regulations are designed to protect public health and safety, preserve the county's rural character, and promote sustainable development practices.
The department administers the Custer County Zoning Resolution (revised 2024), Subdivision Regulations, and On-site Wastewater Treatment Systems (OWTS) regulations. We also implement the Custer County Master Plan, adopted in 2016, which provides guidance for future growth and development.
Our office provides resources for new residents and property owners, including the Homeowner's Packet with information on rural living, permit procedures, and county regulations. We work closely with applicants to ensure projects meet all requirements while respecting the unique characteristics of mountain living in Custer County.
